دگرسان سازیِ قدرت نرم در روابط بین المللِ عصر هوش مصنوعی.

چکیده
استفاده از هوش مصنوعی در روابط بین‌الملل به طور گسترده با توجه به حوزه‌هایی مانند امنیت بین‌المللی، استفاده از سیستم‌های تسلیحاتی خودمختار، یا نظارت بر توافق‌های منعقده مورد توجه بسیار قرار گرفته است. فراتر از حوزه مربوط به امنیت بین‌المللی، طیف وسیعی از حوزه‌ها نیز در گونه‌های متفاوت دیپلماسی وجود دارد که هوش مصنوعی در حال حاضر تبادر به پیشرانیِ ساختاری/بین‌المللی کرده است. هوش مصنوعی ممکن است ابزار مهمی در دیپلماسی بین‌المللی برای ایجاد اعتماد در میان سهامداران کلیدی در حل مناقشه یا حل و فصل اختلافات از طریق استفاده از رویه‌های بی‌طرفانه تلقی گردد و در عین حال به لحاظ سیستمی قابل تأیید و شفاف هستند. در این حوزه‌ها، توسعه مشترک سیستم‌های هوش مصنوعیِ بین‌کشوری ممکن است نگرانی‌های مربوط به عینیت یا شفافیت رویه‌ها/رویکردهای یک یا چند کشور را کاهش دهد. سوال اصلی این است که هوش مصنوعی چگونه در تشدید/تغییر رقابت میان قدرت‌های جهانی نقش داشته است. فرضیه این مقاله نیز معتقد است هوش مصنوعی با ایجاد شرایط و تسلیحات اتومدرن باعث تشدید/تغییر رقابت بین‌المللی میان کشورها گردیده است. از منظر رئالیسم الگوریتمی، هوش مصنوعی تبدیل به عرصه‌ای جدید برای تشدید/تغییر رقابت میان دولت-ملت‌ها در عرصه‌های متفاوت سیاست بین‌المللی شده است.

چکیده English

The use of artificial intelligence in international relations has been widely considered in areas such as international security, the use of autonomous weapon systems, or the monitoring of concluded agreements. Beyond the field related to international security, there is a wide range of fields in different types of diplomacy, which artificial intelligence has already given rise to a structural/international drive. AI may be considered an important tool in international diplomacy to build trust among key stakeholders in conflict resolution or dispute resolution through the use of impartial procedures that are, at the same time, systemically verifiable and transparent. In these areas, the joint development of cross-national artificial intelligence systems may reduce concerns about the objectivity or transparency of the procedures/approaches of one or more countries. The main question is how artificial intelligence has played a role in intensifying/changing the competition between global powers. The hypothesis of this article also believes that artificial intelligence has intensified/changed the international competition between countries by creating conditions and modern weapons. From the perspective of algorithmic realism, artificial intelligence has become a new field for intensifying/changing the competition between nation-states in different fields of international politics.
