واکاوی ابزارهای قدرت نرم در سیاست خارجی قطر و تاثیر آن بر روابط با ایران (2011-2023)

چکیده
در دهه گذشته، قطر به عنوان بازیگری فعال در عرصه منطقه‌ای و بین‌المللی ظهور کرده و جایگاه ویژه‌ای در معادلات قدرت پیدا کرده است. یکی از ابزارهای اصلی سیاست خارجی قطر، قدرت نرم بوده است. قطر از طریق ابزارهای مختلف قدرت نرم، از جمله رسانه، ورزش، فرهنگ و دیپلماسی، به دنبال ارتقای وجهه خود در سطح بین‌المللی و پیشبرد اهداف سیاست خارجی خود بوده است. ابزار قدرت نرم در بین سال‌های مورد مطالعه این پژوهش شامل سه مسیر اصلی بود؛ دیپلماسی رسانه ای تأثیرگذار و برندسازی دولتی و کمک های خارجی. سوال پژوهش؛ مهم‌ترین ابزارهای قدرت نرم در سیاست خارجی قطر در بین سال‌های2011-2023 چیست؟ فرضیه پژوهش؛ بر اساس یافته‌ها فرض بر آن است، قطر سعی نموده از دیپلماسی رسانه‌ای، کمک‌های خارجی و برندسازی دولتی بهره گیری نماید و با توجه به این سیاست در سال های گذشته توانسته است جایگاه ویژه‌ای در منطقه و نظام بین الملل به دست بیاورد. همچنین استفاده قطر از قدرت نرم تأثیر مثبتی بر روابط این کشور با ایران داشته است. رسانه‌های قطر مانند الجزیره به پلتفرمی برای گفتگوی بین ایران و کشورهای غربی تبدیل شده‌اند. روش پژوهش؛ روش پژوهش در این مقاله توصیفی- تحلیلی است و برای گردآوری اطلاعات نیز عمدتاً از روش کتابخانه‌ای و مطالعه سایت‌ها استفاده‌شده است.

چکیده English

In the last decade, Qatar has emerged as an active actor in the regional and international arenas and has found a special place in power equations. One of the main tools of Qatar's foreign policy has been soft power. Through various instruments of soft power, including media, sports, culture, and diplomacy, Qatar has sought to enhance its image internationally and advance its foreign policy goals. Soft power tools included three main paths among the years studied in this research: Effective media diplomacy, government branding, and foreign aid. research question: What are the most important tools of soft power in Qatar's foreign policy between 2011 - 2023? research hypothesis: Based on the findings, it is assumed that Qatar has tried to take advantage of media diplomacy, foreign aid, and government branding, and due to this policy in the past years, it has been able to gain a special position in the region and the international system. Also, Qatar's use of soft power has had a positive effect on the country's relations with Iran. Qatari media such as Al Jazeera have become a platform for dialogue between Iran and Western countries.research method: The research method in this article is descriptive-analytical, and the library method and the study of sites were mainly used to collect information.
